It's the Super-Form of Mario, like Super Sonic. Mario must use the Star Spirits to transform in Super Star Mario (or the Chaos Emeralds as well). He first appeared in the flash series by Alvin-Earthworm, Super Mario Bros. Z. Luigi can access this form as well.
