Neutral Special has farther range and decreases in size and damage more slowly.
Dry Bowser is faster and lighter.
Up Special does more damage.

Fire Breath: Dry Bowser breaths out blue flames that gradually get smaller and weaker.
Bone Bash: Dry Bowser will throw a giant bone that will travel in an arc and break when it hits the ground or a fighter.
Spiraling Stronghold: Dry Bowser goes into his shell and spins around. He can move left and right when on the ground, and can use it as both vertical and horizontal recovery while in the air.
Claw Spin: Dry Bowser lands on his back and spins around with his claws extended, and creates a fiery trail behind him. Getting hit by the claws will launch a fighter, while the fire will do only minimal damage.
Mega Dry Bowser: Dry Bowser jumps off screen, and then grows massive as he reappears behind the stage. He can then either claw at specific spots on the stage, or spit a barrage of blue fireballs all over the stage. After 15 seconds, Dry Bowser will return to normal and reappear on the stage.
