Cooligans are blue, sunglass wearing Penguins that slide across the ice on their belly to try to knock Mario off balance. They made their first appearance in New Super Mario Bros. Wii.

Cooligans appear in Super Mario World: Wii as the enemy course enemy in World 3.
Super Mario Galaxy 2.5
Cooligans reappear in Super Mario Galaxy 2.5, marking their first appearance in a 3D Mario Platformer. They slide on the ice, just like in New Super Mario Bros. Wii and will loose their sunglasses when jumped on. Two Cooligan bosses also appear in the game, named Pengoon and Pengrill. It is unconfirmed if they are the leaders of the Cooligans or not.
